I have been an artist for years and never heard of this happening. Most pre-stretched canvas is gesso-ed to smooth and stiffen the surface. If you are going to buy raw canvas, I suggest using gesso first. Gesso can be sanded and reapplied until you get the surface you want, and its acrylic based, which can be used under oils. I've never seen someone use a canvas that wasn't gesso-ed first.
I haven't ever heard of that. If it were true, why would people still paint oil on canvas? You are supposed to gesso your canvas, sand, then gesso again before starting. The gesso would protect your canvas (cotton cloth) from the oil and turpentine. I would go to an art supply store where they sell the supplies and they are quite knowledgeable about what to do.
