Sure, you can paint oil over acrylics, but never paint acrylic over oils. It will not last. it's OK to paint oils over acrylic, if the acrylic layer is dry. Never try to paint acrylics over oils, because it's not going to last. The acrylic will peel off in no time.
Also, don't mix oils with acrylics. One is oil based and the other one water-based, so they are going to reject the other's composition. The effects could be appealing, but it's not meant to last.
Yeah sure but bear in mind oils and acrylics are quite different and it may be noticeable that you've changed media besides you can only paint with oils on canvas so if the acrylic painting is on paper...well....don't try it!!

It's said that there may be adhesion problems in the long run and I mean reeeaaaalllyyy loooonngg ruunnn, like quite probably over 100 years or above, but I'm not sure.
