We now think the signed name could be w bailey and dated 1900. sorry about banksI asked about the oil painting sea cave?
I searched on artcyclopedia for Bailey and found three, but none matched your guy's timeframe if it is 1900.

The Disney Oil Paintings by Carl Barks


When Carl Barks retired from doing comic books in 1966 he started painting in oil - mostly landscapes - in his newly acquired free time. A few years later, a fan asked him to do a Donald Duck in oil, and Disney, miraculously enough, okayed it. In 1976, however, Disney revoked Barks ';license'; to do paintings with Disney characters. He then began doing oils with cartoon-styled ducks and other waterfowl that were much like the earlier Disney paintings, but not Disney.


In 1980 the huge and luxurous book ';Uncle Scrooge: His Life and Times'; was released by Another Rainbow, each copy accompanied by a signed lithograph of the new painting ';Wanderers of Wonderlands';. Apparently, Another Rainbow had made some deal with Disney so that Barks once again was allowed to do paintings with Disney characters. From 1982 on, Another Rainbow has been releasing lithographs made from Barks paintings.
