I presume it's classical from its style but then again I'm not certain.

The artwork is clearly Victorian to late 19th century (1860-1890) and possibly very early 20th century (more unlikely) and the textual rendering of the paint is quite a bit like Lord Leighton, though I do not think it is one of his works.
The problem is that the subject matter: fairies was a very common motif in commercial painting in the period so it might be attributed to any number of artists (anonymous or otherwise). I do have to say the quality of painting is very high, so it is unlikely that it was completed by a completely unknown artist.
